The 8K is a good part of Philadelphia Marathon weekend. It's always the Saturday prior to the Marathon and is good for people who aren't quite ready for longer distances.
Expo: held at the Philadelphia Convention Center. Get your bib and shirt and enjoy the vendors while your there. Parking's tricky downtown so either take SEPTA or Carpool in
The Course: Flat and fast. It starts in front of the Art Museum and heads out down Kelly Drive for about 2 miles+ before coming back. It's a nice relaxing course, not a bunch of fan support, but it's a good run for sure.
Parking: It's pushing central Philadelphia and parking's a hassle no matter where you go. If you're in from out of town, stay close to downtown and walk in if you can to the start
Post race: plenty of good restaurants in Philly to enjoy and there's a good amount of stuff in Philadelphia to visit on the weekends. Stick around and enjoy the marathon and 1/2 marathon as well!
